DJI-RKI (2020) reports these shares weekly by federal state based on communications of the respective federal state ministries; we subsequently aggregate those shares to the national level. We define the timing of transition from emergency childcare to extended emergency childcare and from extended emergency childcare to the phase of (restricted) normal operation as the week where more than five observed federal states switch status, based on information from DJI-RKI (2020, Table 1)
